The Route 352 (Middletown Road) and U.S. 1 Roadway Improvements Project is in Middletown Township, Delaware County. The project seeks to improve safety and reduce congestion at the interchange between U.S. 1 and Route 352 at the terminus of the Media Bypass Interchange with Baltimore Pike.

Thank you for visiting the project website for the Route 352 (Middletown Road) and U.S. 1 Roadway Improvements Project.

To address traffic safety, congestion, and facility deficiencies while allowing for future growth, PennDOT is conducting a Planning and Environmental Linkage (PEL) Study for roadway improvements developed in coordination with the Federal Highway Administration (FHWA), the Delaware County Planning Commission, and Middletown Township. The public review period for the Draft PEL Study was held from June 15, 2026, to July 31, 2026, and is now closed. Comments received during the public comment period, along with responses from the PennDOT team, will be documented in the final PEL Study.

The PEL Study will enable planning-level decisions to be carried forward, ensuring that National Environmental Policy Act (NEPA) requirements are integrated and planning analyses and decisions are not revisited. Project Description and Study Area

The Route 352 (Middletown Road) and U.S. 1 Roadway Improvements Project (MPMS #15251) is in Middletown Township, Delaware County. The objectives of this project are to improve safety and reduce congestion at the Cloverleaf Interchange between U.S. 1 and Route 352 (originally constructed in 1939) at the terminus of the Media Bypass Interchange with Baltimore Pike (originally constructed in 1958). The project also includes improvements to the adjoining roadway network, comprised of Baltimore Pike, Route 352, and Route 452.

The study area includes the interchanges of U.S. 1 with Route 352 (Middletown Road) and U.S. 1 (Media Bypass) with Baltimore Pike. The study area also includes the adjacent intersections of U.S. 1 with Route 452 (Pennell Road), and Route 352 with Route 452. Along U.S. 1 (Baltimore Pike), the study limits extend approximately 1,500 feet west of the intersection with Route 452. The limits extend about 1,600 feet north along U.S. 1 (Media Bypass) from the northbound U.S. 1 bridge over Baltimore Pike, and along Baltimore Pike just east of the intersection with School Lane. Along Route 352, the limits extend from approximately 1,600 feet south of the interchange with U.S. 1 to approximately 1,800 feet north of the intersection with Route 452. The limits extend along Route 452 approximately 1,500 feet south of the intersection with U.S. 1 to just north of the intersection with Route 352.

Purpose and Need

The purpose of this project is to reduce crashes and congestion, improve access management and pedestrian accommodation, reduce existing facility deficiencies, and improve roadway network operational efficiency along U.S. 1 (Baltimore Pike) at and around the interchange with Route 352.

The following needs were the basis for the development of the preferred alternative.

Safety

This project will help reduce traffic collisions on Baltimore Pike and Route 352.

Congestion

Removing the bottleneck at U.S. 1 and Route 352 will greatly reduce congestion.

Access Management

Redesigning the interchange will provide greater access to residences and businesses.

Facility Deficiencies

This project will improve structure and roadway geometry, meeting the current design standards.

Pedestrian Accommodation

The installation of new sidewalks will greatly improve pedestrian mobility and safety.
